Although 2003 got off to a dry start in January with just over a half of an inch of rain, the year ended with just over 5 inches of rain above normal.  It is interesting to note that the region saw well above normal rainfall during the summer months of June, July, and August.  That is typically the driest period of the year for East Texas.
