Airport Official: Plane Crashes Into Ocean Off Nigeria's Largest City

A small passenger plane has crashed into the ocean off Nigeria's largest city, Lagos.

It's unclear how many people were on board, but the plane is believed to seat up to 30 passengers. Witnesses and aviation officials say there are no signs of any survivors, victims or wreckage. They say the plane has disappeared beneath the waves.

Air traffic control workers are trying to determine the origin of the aircraft. A Lagos state official says no airline has reported any planes missing.

Search plans were called off over a lack of diving equipment and a dispute over pay for any rescue teams.

A man who saw the plane before it crashed said it was "shaking" and wobbling in the sky.
