Man who exposed himself to female joggers has 40 prior arrests

TYLER, TX (KLTV) -

An East Texas woman jogging along Rose Rudman Trail called 911 when a man allegedly exposed himself to her and other female joggers.

James Clayburn Kiser, 28, of Athens, was arrested at the scene. Now, this may be his first indecent exposure charge, but he is no stranger to the justice system.

The Henderson County Sheriff's Department said Kiser has been incarcerated 40 times since 2001. 

For example, Kiser was arrested in October of 2004 for theft of a grave/human corpse; a state felony that authorities say he spent 360 days in jail for. 

Later that year, he was charged with evading arrest with a motor vehicle, which is a first degree felony. Kiser was sentenced to 24 months in a state jail.

In 2009, Tyler Police Department arrested Kiser for possession of a dangerous drug and theft of a property for less than $1500, which is something he was arrested for again in 2011.

Wednesday's arrest just adds one more charge to his rap sheet. 

"Upon further investigation we had enough information to take the subject into custody for indecent exposure breach of the peace," said Sergeant Desty Walsworth with the Tyler Police Department.

Several people jog the Rose Rudman Trail every day. Everyone KLTV spoke with said they never left their home without their cell phone.

Stephanie Gideon said she runs the trail about three times a week. 

"I usually do carry my cell phone, especially for people like that. You never know who can come out of these trees and attack you," Gideon said. 

De'Anna Wheeler has just started running this trail. 

"I always keep my phone handy so I could just call the police," Wheeler said. 

After Wednesday's incident, these women recommend others do the same. 

"I advise especially young girls that come out here to bring their cell phones or come with someone, not by themselves," Gideon said. 

Sergeant Walsworth offered the same advice.

"Be careful when you're walking in the park. Women, men please take your cell phones with you, so if you do ever need anything you can call us and we can respond and be here fairly quickly and help you out," Sergeant Walsworth said.

Which is exactly what happened Wednesday morning.

Kiser remains in Smith County Jail on a $500 bond.
