Police suspended after video shows altercation with suspect

NORWOOD, OH (FOX19) - A surveillance video showing Norwood police officer Bobby Ward involved in an altercation with a suspect has led to his suspension.

The incident happened inside the police station on Montgomery Road on Aug. 11.

According to police reports, Denise Diallo, 30, of Lexington, had stolen a car the day before then went back to the station to obtain some of her personal belongings. Officers told her they didn't have them and Diallo started screaming and cursing at them. Authorities say she then slammed the phone against the wall and, according to the reports, lunged at them.

Diallo was then told she was under arrest and she fled. She was apprehended a short time later in the street in front of the station and handcuffed. Officer Robert Ward, who goes by Bobby, said Diallo kicked and scratched him. After she was taken back inside the station a surveillance video captured what happened next.

In the video, it appears Officer Ward threw Diallo across the room where she hit a wall face first. When Ward filled out the police report he wrote, "the defendant leaped from the officer's arms, while they were securing their weapons, jumping through the doorway, falling to the ground."

It happened on a Saturday night and when the police chief came in Monday and was shown the video, he immediately placed Ward on administrative leave.

"What we observed on the video is not consistent with the way we train," said Police Chief William Kramer. "It concerned us and that's why we reached out to the Hamilton County Prosecutor's Office for assistance. Nobody came to us, we took this on our own. It was done internally."

A special prosecutor, Keith Schneider, from Columbus has been appointed to investigate the matter. The Hamilton County Prosecutor's Office referred it to another office because of its  routine dealings with the Norwood Police Department.

Schneider is looking at whether or not the officer should face criminal charges and say he hopes to have a decision within a week or two.

More than a few tar-covered tires are hanging on to the parking lot of a Lufkin tire shop.  On August 31, newly laid asphalt on Loop 287 started sticking to tires of those driving, leaving many of the cars un-driveable. As of Friday, the Texas Department of Transportation hadn't come out with an official cause for the incident, but that hasn't stopped over 600 people from filing claims with them.
