Marshall ISD announces restructuring in administration

Marshall ISD Superintendent Dr. Marc Smith has announced a restructuring of the district's administrative team and responsibilities, with a plan to phase in the new roles and responsibilities throughout the spring semester.

 "The purpose of this restructure is to improve academic performance, and to streamline administration so that we improve support provided for campuses and principals," Dr. Smith said. "We want to create a school system, not a system of individual schools."

Melinda Jones, the district's Deputy Superintendent, has announced her retirement effective at the end of February. The roles and responsibility of the Deputy Superintendent will be absorbed into the new positions within the restructuring plan, Dr. Smith said.

Phase One of the restructure will be to name an Executive Director of Curriculum/Instruction and School Improvement, as well as the expansion of roles and responsibilities currently held by the Executive Director of Human Resources into a new position, the Executive Director of Human Resources and Administrative Services.

The Executive Director of Curriculum/Instruction and School Improvement will be responsible for day-to-day implementation of MISD's curriculum design, working directly with coordinators in all academic disciplines and assisting principals on school improvement initiatives. Some of the instructional-related duties and responsibilities carried out by the Deputy Superintendent will be assigned to this position as well, Dr. Smith said.

The Executive Director of Human Resources and Administrative Services will oversee all aspects of implementation of district policy at the campus level, in addition to current Human Resources duties and responsibilities.

Dr. Smith said he expects both positions to be in place by the first week of March.

The second part of the plan, Phase Two, will be to name an Executive Director of Operations. This individual will oversee all district operations including maintenance and custodial, food service, transportation, campus safety and security, facilities and a variety of special projects.

Individuals assigned to the new positions will report directly to the Superintendent.

Consideration is also being given to other adjustments within the administration structure, and will be announced at a later date.

Phase Two transitions will be completed by mid-April or early May.
