The Navy Seabees have a history of building bases, bulldozing and paving thousands of miles of roadways and airstrips and accomplishing other construction projects in military theaters dating back to World War II.

Joseph "Joe " Powell was a part of the Seabees almost from the very first.

He spent 28 years in the Seabees in various positions, ranging from building a power plant in Saipan at the end of World War II to executive positions in Washington, D.C., to Regimental Commander in Vietnam with over four thousand men under his command.
