Albuquerque police chief leaves with mixed legacy

ALBUQUERQUE, NM (AP) -

Albuquerque Police Chief Ray Schultz was brought in from Scottsdale, Ariz. eight years go to clean up a police department rocked by an evidence room scandal and low morale among officers.

Now it's Schultz who is leaving under a cloud of low morale and a U.S. Department of Justice investigation into allegation of excessive force. The department also has faced heat for more than two dozen officer-involved shootings since 2010.

Schultz is stepping down from his post this week and says his decision is not link to the pending federal probe.

Under Schultz, Albuquerque has seen significant drops in crime. He has been credited with introducing high-tech policing tools within the department.

Schultz also launched aggressive public campaigns targeting property crimes, once epidemic in New Mexico's largest city.
