"The commissioners'court has done an excellent job at trying to balance services with the taxesimposed," said County Auditor Eddie Gray.

Even with the stability, araise is still needed.

"We're talking aboutdoing half a cent per hundred dollars of evaluation," said Gray.

The current tax rate is 0.4619with the average tax payer paying around $442.

Under the proposed taxrate of 0.4669 the payment would jump to an average of $462, an average increaseof $20.

The county already has aplan for the added revenue.

"A few years ago we implemented phase oneof the security of the courthouse downtown and now we thought it was time toimplement phase two," said Suiter.

Exact plans have not beendisclosed yet, but commissioners agree it needs to be done.

"Everybody has seenon the news, the increase in violence and stuff," said Precinct 4 CommissionerScott Cooper. "We're looking at prevention. A little bit of prevention nowsaves a whole lot of problems later."

More than a few tar-covered tires are hanging on to the parking lot of a Lufkin tire shop.  On August 31, newly laid asphalt on Loop 287 started sticking to tires of those driving, leaving many of the cars un-driveable. As of Friday, the Texas Department of Transportation hadn't come out with an official cause for the incident, but that hasn't stopped over 600 people from filing claims with them.
