MIDDLETOWN, CT (WFSB) -

Middletown police arrested the babysitter of a 3-year-old boy found wandering outside alone, wet and with no pants on overnight.

Police said they were called to a vehicle parked at 66 Grove St. after a woman found the boy wandering in the street around 2:35 a.m.

When police arrived they said they saw the boy seated in the front seat of the woman's car wearing a wet T-shirt, a pull-up and no pants. Police said they immediately gave him a new shirt and wrapped him in a blanket because he was cold from standing in the pouring rain.

Police said his fingers were also wrinkled indicating he was cold and wet, and he was brought to Middlesex Hospital for observation.

Nearly an hour later, police said located an open front door at 91 Grove St., and when they knocked and asked if anyone was inside, they received no response.

They walked in and made contact with Rebecca Quinn, who was sleeping at the time. Inside was Quinn's 11-month-old child and her boyfriend.

She woke up and said she was babysitting the boy and was not aware that he was awake or had left the home and became emotionally upset when she was told he was found wandering alone outside in the rain.

Police indicated that Quinn and her boyfriend appeared to be sober and the inside of the home was well-kept.

Quinn was arrested and brought to the Middletown Police Department where she was asked when she saw the boy last.

She said she checked on him around midnight and said he was asleep in a bedroom. She told police the front door was closed and locked.

Police asked Quinn if she would provide that information in a written statement and she declined.

She was charged with risk of injury and was released on $5,000 bond.

Quinn was expected to appear in court on Sept. 6.

The boy was checked out at the hospital and was reported to be in good condition.

More than a few tar-covered tires are hanging on to the parking lot of a Lufkin tire shop.  On August 31, newly laid asphalt on Loop 287 started sticking to tires of those driving, leaving many of the cars un-driveable. As of Friday, the Texas Department of Transportation hadn't come out with an official cause for the incident, but that hasn't stopped over 600 people from filing claims with them.
