DPS: Heavily armed pair arrested likely part of 'sovereign movement'

PHOENIX (CBS5) -

At first, it seemed like any other police pullover, but the Department of Public Safety officer who stopped two men in a red pickup last week quickly realized he was in a dangerous situation.
   
"As (the DPS officer) did pull over (the two), he noticed they were making some kind of movements that were not normal," said Detective DJ Hansen, who is leading the investigation into the stop and arrest.

Hansen said the officer called for backup. He said it was a move that may have saved his life.

"In the visor, (the driver) had a shank that was long enough he could have reached out and got an officer," said Hansen.
    
The driver, Michael Doyle, had a suspended license. He was arrested, as was the passenger, Christopher Dewey. Both men were clad in body armor.

"An officer went up to begin that inventory and located a large number of packages behind the driver's seat. We had six confirmed improvised explosive devices, one AK-47 that had five fully loaded magazines. The subject had been wearing body armor. He had ski masks and other masks with him," explained Hansen.
    
After Reaching out to Doyle's wife, Hansen found out the two were so-called sovereign citizens.

"The main thing with the sovereign movement is they feel they have opted out of the United States, that they are citizens unto themselves and none other," said Hansen.

Though the two men did not say where they were heading, Hansen said he believes they were up to no good.

"With the devices they had and the amount of ammunition, they had enough firepower to do a lot of damage," he said.

The two face 14 counts of misconduct with explosives, two counts of misconduct with a weapon and use of body armor during commission of a felony. They are still in jail being held without bond.
