COTTONWOOD, AZ (CBS5) -

Cottonwood on Tuesday night became the fifth Arizona municipality to allow same-sex civil unions.

Jerome, Sedona, Bisbee and Tucson have passed similar ordinances.

Cottonwood City Council members approved the motion 6-1 Tuesday night.

Jesse Dowling made the motion to approve the civil unions ordinance and said, "I was the first to give the dissenting voter a great big hug.

"You can have different views and still get along and care for on another," Dowling said.

The council chambers were so packed many people ended up sitting on the floor, but the tone remained civil, according to Mayor Diane Joens.

"Our public was so well-behaved and very respectful," Joens told CBS 5 News. "We really respect and appreciate their behavior in light of the hot-button issue we voted on."

Councilman Terence Pratt said he voted for the motion and cited words from Thomas Jefferson concerning religion and civic affairs and reminding people of the words in the Pledge of Allegiance: With liberty and justice for all.

The dissenting vote came from Vice Mayor Karen Pfeifer, Pratt said.
