TUCSON, AZ (CBS5) -

Thirteen scales used at the recent Tucson Gem and Mineral Show were seized after state investigators found they were not legal and should never have been used.

The Arizona Department of Weights and Measures also found 19 of the 31 scales used by 80 vendors and audited by state officials were unlicensed.

Other scale violations included missing tamper proof seals and unsuitable installations. A scale was found to have a homemade cardboard platter glued to the top.

Only one scale was found improperly calibrated and placed out service and five scales were discovered to be out of tolerance. The vendors were given a 30-day warning to correct the violation.

"These violations don't necessarily mean that in every instance customers were overcharged yet these vendors were definitely found utilizing scales not in compliance with state law," said Kevin Tyne, director of the Department of Weights and Measures.

This year for the first time, the department set up a booth for the first two days of the show to assist vendors in licensing their scales and answering questions from would-be consumers.

Agency officials focused their attention on three hotels near the Tucson Convention Center.
