WASHINGTON, DC (SENATE TV/CNN) – Partisan gridlock is to blame for a veterans bill that failed in the Senate Thursday.

The democratic bill needed 60 votes to clear a procedural hurdle, but died in a 56-41 vote.

Republicans cited numerous reasons for opposing the bill, and were upset that they couldn't amend it.

Democrats accused Republicans of trying to add an amendment that could affect diplomatic talks with Iran.

The $21 billion bill would improve access to healthcare services and expand educational and job training programs for vets.

It also hopes to reduce the giant claims backlog in the Department of Veterans Affairs.
