Angelina Co. authorities arrest Ark. man on child sex charges

ANGELINA COUNTY, TX (KTRE) -

On Wednesday, a Texas Ranger and an Angelina County Sheriff's investigator tracked down and arrested an Arkansas man who allegedly sexually assaulted a young girl under the age of 14 several times over a period of time.

Howard David Frazier, 43, of Norphlet, Arkansas, is still being held in the Angelina County Jail on a first-degree felony continuous sexual assault of a child under the age of 14 charge. No bail has been set at this time.

According to the arrest affidavit, the Texas criminal code states that a person commits continuous sexual assault of a child if he or she commits two or more acts of sexual abuse against one or more victims under the age of 14 during a period of 30 days or longer.

If he is convicted, Frazier faces 25 to 99 years in prison.

The initial outcry about the alleged sexual assault was made on Dec. 1. According to the affidavit, the girl was brought in to Lufkin's Harold's House for a forensic interview, in which she described what had been done to her.

In addition, a SANE exam revealed evidence that backed up the victim's story, the affidavit stated.

When investigators reviewed Frazier's criminal history, they found that he is a lifetime registered sex offender.

According to the Texas Department of Public Safety's Sex Offender Database, Frazier was convicted on a sexual assault of a child charge in 1996 and sentenced to five years in prison. The victim was a 15-year-old girl, the DPS database stated.

He was transported back to Angelina County and booked into the jail Thursday morning.
