3 East Texans accused of soliciting sex from children

CROCKETT, TX (KTRE) -

Three East Texans are in trouble after a week long investigation by the Texas Attorney General's Child Exploitation Unit, Houston County Sheriff's Office and the Houston Fugitive Apprehension Unit.

Richard Brent Allred, 51 of Lufkin, Dana Ray Killian, 48, of Palestine and Alan Ray Brown, 57 of Longview were all arrested in a week long operation. According to an arrest affidavit, members of the unit worked an undercover investigation on multiple online websites. The unit members presented themselves as minors and set up individual meetings with the three.

"We have people that are preying on our kids," Houston County Chief Deputy G.P. Shearer said. "Grown men wanting to come have sex with minor children. That's disturbing. "They are thinking they are going to have sex with a minor and now there are 5 or 6 grown men and women in tactical gear arresting them."

On August 3, agents set up an meet with Allred. According to a press release, an undercover agent using the persona of a 15-year-old male made contact with Allred on a public personals website. The release stated  Allred sent email messages to the “child” and solicited him to meet for purposes of engaging in deviate sexual intercourse.  Allred traveled to the predetermined meeting location in Crockett where he was taken into custody by OAG investigators.  During an interview, Allred admitted to conversing via email with a person he believed to be a 15-year-old male and to traveling to Crockett to meet him for purposes of engaging in deviate sexual intercourse.

According to investigators, Allred is a server at Chilli's in Lufkin. His previous criminal history includes a theft charge in 1997.

On August 1, agents arrested Brown. According to the release, using the persona of a 14-year-old female, an undercover investigation was conducted on a personals website.  Brown sent sexually explicit messages to the “child” and solicited her to meet for purposes of engaging in deviate sexual intercourse with him.  Brown traveled to the predetermined meeting location in Crockett where he was taken into custody by OAG investigators.  Brown declined to be interviewed.

According to investigators, Brown is a maintenance technician for the Winstar Casino in Thackerville, OK. His criminal history includes drunkenness in 1980, possession of marijuana in 1982, and burglary of a vehicle in 1983.

On August 2, agents arrested Killian. According to the press release, using the persona of a 15-year-old female, an undercover investigation was conducted on a social networking application. It stated, Killian sent sexually explicit messages to the “child” and solicited her to meet for purposes of engaging in deviate sexual intercourse.  Killian traveled to the predetermined meeting location in Crockett where he was taken into custody by OAG investigators.  During an interview, Killian admitted to conversing with a person he believed to be a 15-year-old female and to traveling to Crockett to meet her. 

According to investigators, Killian is a correctional officer for the Texas Department of Criminal Justice at the Michael Unit in Anderson County. Killian's criminal past includes driving while intoxicated in 1997.

"You can't begin to get into the minds of these men," Houston County Chief Deputy G.P. Shearer said. "This shows how important it is for parents to talk to the children about their online activity.  We need to talk to the kids and let them know that these predators are out here and they are wanting to have sex with your kids. We've got to teach our kids to be safe on the internet and let moms and dads understand how the internet works and monitor the internet usage. It's not just the computer. It's not just the laptop. It's not just the home PC anymore."

Shearer said their could be federal charges pending.

"The investigators have got search warrants for the three men's mobile devices and other computers they may have to see if there might be any need for more charges," Shearer said.

All three men have been given a $30,000 bond. As of Friday afternoon, Killian is the only one to bond out of jail.
