LUFKIN, TX (KTRE) - The Lufkin Police Department has released the name of the man killed in a shooting incident that occurred at the Lotus Lane Apartments Sunday night.

The victim has been identified as Billy Carter, 51.

Warren Lewis, 38, of Lufkin, was charged with first-degree felony murder in connection to the shooting death. He is still being held in the Angelina County Jail, and no bail amount has been set at this time.

Family members of Carter said they were having a family gathering when he was confronted by a man who is currently dating his children's mother.

"That was a guy that wasn't invited," Mechelle Marzette, Carter's sister said. "We don't deal with him like that."

His sisters told KTRE that Carter was shot and killed in front of his two daughters.

In what is typically a close knit community, quickly turned into chaos.

"My son and I were in the living room when we heard five or six gunshots," Lotus Lane resident, Lamiracle Christopher said. "All of a sudden there was just chaos, and people were going crazy."

Some people who knew the suspect, Lewis, said they were in shock when they realized what he did.

"I've been knowing Pookie for all of my life actually," Lotus Lane resident, Lachasidy Robinson said. "He would never do nothing like this. He must've been pretty mad."

Neighbors said what they feared most, was the safety of their children.

"Our kids are out here playing all day, all night," Christopher said. "We all know each other, so we let our kids play all night, right here where the shooting happened. If someone will shoot that man and walk off as smooth as he walked away then he'll kill somebody else too."

According to a press release from the Lufkin Police Department, LPD officers responded to a 911 call regarding shots fired at the Lotus Lane Apartments complex at about 8:47 p.m. Sunday. When they arrived on the scene, the found Carter lying wounded in the parking lot.

He was transported by ambulance to CHI St. Luke's Health Lufkin, where he later died as a result of his injuries.

Lewis turned himself in at the Angelina County Jail later Sunday night.

According to the LPD press release, Carter's death is the Lufkin Police Department's first murder investigation of the year.
