ANGELINA COUNTY, TX (KTRE) - Deputies with the Angelina County Sheriff's Office arrested a 50-year-old man on May 19 in regard to allegations that emerged when a Child Protective Services investigator started looking into a report that the man had provided an 8-year-old boy lotion and then watched as the boy performed a sex act on himself.
Further investigation revealed that the 8-year-old boy had been sexually assaulted by a 14-year-old boy who in turn had also been victimized by the adult suspect. The suspect is also accused of sexually assaulting a now-17-year-old boy in 2014.
Paul Derrick LaFleur, of Lufkin, is still being held in the Angelina County Jail on two first-degree felony aggravated sexual assault of a child charges, a third-degree felony indecency with a child charge, a Class C misdemeanor no driver's license charge, and a Class C misdemeanor disregard no passing zone charge.
Although the bail amount has been set at $1,000 for Lafleur's two misdemeanor traffic charges, no bail amounts have been set for his three felony charges yet.
According to the arrest affidavit, the 8-year-old boy made an outcry to a CPS investigator on March 28, 2017. At that time, the boy told the CPS investigator that LaFleur provided him lotion and watched as the child performed a sex act on himself, the affidavit stated.
During the investigation, authorities learned that the boy had also been sexually assaulted by a 14-year-old who is currently undergoing treatment at a juvenile facility, the affidavit stated. In addition, the ACSO detective learned of a previous CPS report from 2014 that listed LaFleur as the suspect.
The alleged victim in that incident was interviewed at the Child Advocacy Center. During the interview, the victim said LaFleur offered him alcohol and marijuana in exchange for performing sex acts on him, the affidavit stated.
According to the affidavit, the victim from the 2014 incidents said LaFleur started by touching him inappropriately. The victim also allegedly said he once saw LaFleur watching him as he walked down the driveway and that at the time, he had his pants pulled down and was performing a sex act on himself, the affidavit stated.
The victim from the 2014 incidents also told the forensic interviewer that at one point, he was asleep when LaFleur came into the room and asked him if he wanted a "lot of weed" before he started performing a sex act on the teen, the affidavit stated.
On April 24, two ACSO detectives spoke to the 14-year-old boy at a juvenile detention center in another county, where the teen is involved in a sex offender treatment rehabilitation program. While they were there, they learned that the boy had told his counselor that "sexual things happened when he was with [LaFleur]," the affidavit stated.
Later, the two ACSO detectives spoke to the 14-year-old boy, who told them that LaFleur had started touching him in a "wrong way" in the summer of 2016, the affidavit stated. The boy also allegedly told the detectives that LaFleur touched him inappropriately on several occasions and made him perform sex acts on him and with him.
The victim told the ACSO detectives that LaFleur gave him gifts like candy, energy drinks, video games, and marijuana, the affidavit stated.
During the interview, the 14-year-old boy told the detectives that the first incident occurred when LaFleur took him to a storage unit to smoke marijuana with him, the affidavit stated. He said he was "high" by the time they got to the storage unit.
According to the affidavit, LaFleur exposed himself and tried to get the boy to touch him inappropriately. However, they left the storage unit after they heard a noise, the boy told the ACSO deputies.
In another alleged incident, the boy went with LaFleur to a home on Ray Fisher Road during the summer of 2016 to help him move items from his old house to his new house. At the time, the alleged victim was 13.
The boy told the ACSO detectives that LaFleur undressed and had boy perform a sex act on him, the affidavit stated.
Describing another incident, the 14-year-old boy said he was helping LaFleur move again when LaFleur called him into the bathroom. After the two of them undressed, LaFleur allegedly sexually assaulted the boy.
The alleged victim told the ACSO deputies that LaFleur had touched inappropriately in a sexual manner 15 to 20 times, the affidavit stated.
According to the affidavit, the boy also told the detectives that he went on a fishing trip with LaFleur at one point, and LaFleur showed him a pornographic video on his phone that depicted a woman and a boy having sex with each other.
The alleged victim also told the detectives that LaFleur used his cellphone camera to take a photo of his privates.
A SANE exam was performed on the boy on May 9. The nurse told the ACSO detectives that the boy relayed the same information to her about the alleged sexual assaults that he had told the detectives, adding that he had difficulty maintaining eye contact with her when they were speaking about the incidents, the affidavit stated.
The SANE nurse told the detectives that she believed the 14-year-old boy had a history of being sexually assaulted, the affidavit stated.
