Incumbent Republican is expected to concede Virginia Senate race to Democrat Jim Webb (pictured), giving the Democrats control of both houses of Congress.

Republican Sen. George Allen, whose tight race will determine control of the Senate, has scheduled a 3 p.m. announcement, his office said on Thursday.

Allen, who trails Democrat James Webb by some 8,000 votes after Tuesday's voting, was expected to concede the race. Democrats on Capitol Hill scheduled a rally.

A senior Republican said, "The expectation is that Allen will concede defeat today."

Webb has claimed victory and several media outlets including television networks NBC and CBS and The Associated Press also declared him the winner.

Allen said he was awaiting the outcome of a canvass of the state's voting tallies.
