The first civil lawsuit against the Texas Youth Commission has now been filed. The plaintiff is Joseph Galloway of Crockett. Gallloway spent four years in TYC facilities before his release last Thursday. He claims he was molested, beaten and sexually assaulted. Other juvenile offenders across the state have made similar allegations.
A prepared statement from the Texas Civil Rights Project states Galloway is seeking justice for hundreds of other children abused by TYC. The agency remains in state conservertorship following the discovery of cover ups of abuse in a West Texas state school.
