WASHINGTON - President Barack Obama has unveiled a three and a half trillion dollar spending plan. The 2010 budget boosts taxes on the wealthy, curtail Medicare, lay the groundwork for universal healthcare and leave a string of deficits dwarfing any in the nation's history.
