'Weird.' Man walking through Maryland neighborhood records large dust devil

“Casually saw a tornado in downtown Frederick today. Weird,” said Twitter user Josh Verstandig.
Luckily, nearly everyone has a cell phone with them at all times, so Verstandig captured a recording of the surprising phenomenon.
